HPCL-Mittal Energy Limited (HMEL) is set to boost the processing capacity of its Bathinda refinery in Punjab by December 2025. The refinery’s capacity will rise from the current 226,000 barrels per day (bpd) to 236,000 bpd, aligning with the region’s increasing fuel demand.
Speaking at the APPEC 2025 conference, Manu Sehgal, Vice President for Strategy and Feedstock Supply, confirmed that the additional 10,000 bpd expansion will directly address the steady growth in local consumption. The refinery will undergo a scheduled 40-day maintenance and upgrade shutdown in November, ensuring long-term efficiency and reliability.
HMEL is a joint venture between state-run Hindustan Petroleum Corporation Limited (HPCL) and Mittal Energy Investments, each holding a 49% stake. The expansion underscores India’s ongoing efforts to strengthen refining capacity, meet rising energy needs, and enhance fuel supply security in northern markets.
